Call for Expression of Interest to provide consultancy services to AFUR
Brief The African Forum for Utility Regulators (AFUR) is an initiative established on the basis of Clause 110 of the Framework Document of the New Partnership for Africa’s Development (NEPAD). AFUR was officially launched in November 2002 with its own constitution as a voluntary organisation of regulators on the continent. AFUR aims to establish and foster co-operation amongst utility regulators on the African continent in support of Africa’s growth and socio-economic development. AFUR’s primary focus is on issues pertaining to the regulation of infrastructure (energy, communications, water and sanitation as well as transport sectors). Another principal objective of AFUR is to fast-track the development of a standardised effective utility regulatory framework in Africa as this will facilitate infrastructure development and integration on the continent. It is AFUR’s position that effective regulation can help in achieving the Millennium Development Goals (MDGs) on the African Continent.
An Overview Of the COnsultAnCy In 2008, the 5th AFUR Conference and Annual General Assembly will be held in Accra, Ghana from the 27 – 30 April 2008, and the AFUR conference will address the theme “Regulatory non-discrimination, Promotion of competition and the Protection of investors”. The conference is intended to enable regulators to share experiences on the practical impact and relevance that the protection of investors has on regulatory decision-making. Positive feed-back, as well as reports of perceived barriers to effective functioning are encouraged. The conference will go beyond re-stating the principles, as these are relatively well known, and focus on the experience of implementation on the ground. Practical problems in specific circumstances should be presented, and hands-on solutions discussed. Conference participants will examine ways in which the performance of regulatory frameworks with regard to non-discrimination, the promotion of competition, and the protection of investors against physical and regulatory expropriation could be strengthened, e.g. through the principle of proportionality, rules and contracts that provide greater specificity and more predictability against physical and regulatory expropriation. Wherever possible, practical examples will complement statements made to ensure the practicality and usefulness for the every-day operation of regulators. While the focus is on the African context, relevant
experience from other regions of the world should be presented. It is in this tradition of having consultants who provide thought provoking work to AFUR conference participants that AFUR is calling for an expression of interest from individuals or consultancy companies with a track record of providing such consultancy work as indicated.

The information required is as follows: • An application letter written in English or French indicating the area(s) of interest for the service which the consultant can deliver • A comprehensive Curriculum Vitae • Reference or copies of particular work done in relation to the conference theme as presented All mentioned documents should reach (via mail, facsimile or email) the AFUR Secretariat on or before the 08th february 2008 .
