Town Police Clauses Act, 1847 Biddulph Moor Christmas Lights Switch On

Saturday, 3rd December, 2011 NOTICE IS HEREBY GIVEN that the Staffordshire Moorlands District Council in pursuance of their powers under Section 21 of the Town Police Clauses Act, 1847, and all other powers them enabling on the Twenty First day of November, Two Thousand and Eleven made an Order the effect of which is as follows:

1. Between the hours of 2.00 p.m. and 9.00 p.m. on Saturday the Third day of December, Two Thousand and Eleven no person shall drive or ride any Motor Vehicle, Horse, Cart, Carriage, Bicycle or any other vehicle of any description whatsoever on or along:-

Have your say on Sainsbury’s store plans for Alsager

Sainsbury’s has announced plans for a new foodstore in Alsager, on the Twyford Bathrooms site.

The site has been earmarked by Lagan (Alsager) Ltd for a masterplan development including over 400 new houses, and the area in the south-east of the site, close to Linley Lane, has been suggested as the location for new retail.

Sainsbury’s proposals would bring a new 25,000 sq ft foodstore to this area of the site, which would create around 200 new jobs.

Local residents will be able to view the plans at public exhibitions to be held upstairs at The Bank Corner on Lawton Road on Thursday, 8th December from 11am until 7pm and Saturday, 10th December from 12.30pm until 5pm.

Jo Hawley, Sainsbury’s regional development executive, said: “We are really looking forward to presenting Sainsbury’s plans to the local community and finding out their views on the proposals.

“Our research shows that many people in Alsager are currently shopping in other areas; these proposals will help to prevent this and keep people spending in the town. The creation of 200 new jobs in Alsager would also be a real boost to the local economy.

“We’d like to submit a planning application in the new year but, before doing so, we want to know what local residents and businesses think about our plans. I’d encourage people to come along, see the plans for themselves and have their say.”

Blaze involved electric supply

A blaze involving the electrical supply to a swimming pool boiler was out when firefighters arrived.

Two fire engines from Congleton were called to a property on School Lane, Marton, at around 8am on Saturday. The fire had first been reported as involving a barn.

Firefighters isolated the electricity supply and an electrician was called.

Not guilty pleas

Nathan Dennis George Kannealey, (27), of 26, Alderhay Lane, Rookery, has been remanded on bail until 6th February after pleading not guilty to charges that at Kidsgrove he damaged a cot belonging to Lynsey Hulme to a value unknown and that he assaulted Lynsey Hulme by beating her.

He was remanded on bail by North Staffordshire magistrates on 10th November on the condition that he did not contact directly or indirectly Lynsey Hulme.

Hospice lottery

The winner of the top £1,000 prize in last week’s East Cheshire Hospice lottery draw came from Macclesfield.

The second prize of £3,600 was a rollover again.

The winner of the £100 third prize came from Knutsford.

The lottery offers £3,000 in prize money every week and all proceeds go to the hospice. To be in the draw, call 01625 433477.

No TV licence

Michael Giltrap, (59), of 35, Drenfell Road, Scholar Green, has been fined £435 for using a colou television without a licence.

He was ordered to pay a victim surcharge of £15 and costs o £60 when the case was proved in his absence at North Staffordshire Magistrates’ Court on 18th November.

By Rachel Naylor Labour councillors on Cheshire East Council have decided to claim less travel allowance than they are allowed, to help the cash-strapped authority and the environment.

They will claim 45p per mile, as recommended by HM Revenue and Customs (HMRC), instead of the 65p per mile allowance Cheshire East councillors can claim and have asked other councillors to follow suit.

Labour members at Westfields said they have een arguing the case since the BBC first highlighted the fact that Cheshire East Council spent £1.1m in the first three months of 2010

on travel expenses.

Earlier this month, the “Chronicle” reported that a possible overspend of £16.2m had prompted the council to introduce a recruitment freeze and declare that more savings need to be made.

There is widespread anger in the Labour Party that drastic cuts to services are being considered before other savings have been properly explored.

Cheshire East’s Labour group wants to identify ways in which council services can be provided more efficiently, and travel expenses are one area where it said significant savings can be made.

Labour group leader Coun Dorothy Flude said: “I was pleased with the support this proposal gained from all the Labour councillors.

“We are making this unilateral offer to claim less than the rules allow. I hope that other political groups will take the same action.”

Coun Sam Corcoran, who represents Sandbach Heath and East, said lower mileage rates would encourage car sharing and other more environmentally friendly means of transport and would save the council money.

He said: “Any amount paid out above the HMRC approved rates has to be reported to HMRC by both the council and the councillor, so by paying over the HMRC approved rates the council not only wastes money but also adds to bureaucracy.

“I would also like to see the council encourage cycling and car sharing by increasing the bike rate to the HMRC approved rate of 20p per mile and increasing the passenger rate to the HMRC approved 5p per mile.

“Car sharing is an excellent way to save costs and cut carbon emissions. The current council rate for car sharing is only 1p per mile.”

He added: “I am baffled that Cheshire East Council is not supporting these cost saving, government-backed tax incentives to encourage environmentally friendly behaviour.”

But deputy leader of the council and Conservative group Coun Roland Domleo, of Congleton, said: “I’m not joining in a competition to see who can wear the most sack, cloth and ash. What I will do is claim the rate paid to officers, which I believe is 52p.”

The 2011/12 HMRC approved mileage rates are 45p for cars and vans, 24p for motorcycles and 20p for bicycles, all per business mile.

They also suggest a 5p per passenger per business mile for carrying fellow employees in a car or van on work-related.

In May 2010, the BBC reported that employees at Cheshire East Council had an average of just under £160 each over the three months — double the average for staff at neighbouring authority, Stoke-on-Trent City Council.

Around 24 staff and volunteers at Little Moreton Hall near Congleton are defying tradition and superstition as they start to ut up Yuletide decorations. Yuletide was the time when the Tudors celebrated the festive season and decorations never went up before Christmas Eve as it was thought to be bad luck.

Dawn MacDonald, visitor services manager said: “Christmas in the 16th century was very different to a modern one. Advent was a time of fasting.

“Celebrations only began on Christmas Day when three masses were said, the first starting efore dawn. After the service everyone would go home and enjoy their first unrestricted meal.”

A Tudor Christmas was often 12 days of feasting when wealthy people kept open house and a landlord might entertain his tenants.

The 12 days of Christmas were celebrated differently, the main three being Christmas Day, 1st January (the most sumptuous feast of the year) and Epiphany or Twelfth Night. The Tudor new year began on 25th March.

As well as hanging the evergreen garlands in the hall and making decorations for the courtyard, Miss MacDonald and her team will set the huge oak table in the hall with food made to Tudor recipes.

She said: “Our centrepiece this year will be a roast salmon decorated with oysters and a roast pheasant.

“We’ll also have smaller birds such as quail with marmalade sauce, grouse and pigeon.”

With sugar at 9d a pound in 1547 and the average daily wage for a skilled craftsman being 6d, sugar was only available to the wealthy.

“We’ll have candied sweet potato as part of our Tudor feast,” said Miss MacDonald.

There will be marchpane (marzipan) fruits on display

Little Moreton Hall has its own wassail bowl. Taken from the Anglo-Saxon meaning “your good health”, the bowl formed the centrepiece of the feast.

Little Moreton Hall holds Yuletide Celebrations on the weekends of 3rd–4th, 10th–11th and 17th–18th December, 11am–4pm.
