The proposed name of the foundation will be the Biddulph Schools Partnership Trust and the proposed implementation date is 1st May 2012. The trust does not already act as a foundation for any foundation or voluntary school.

The proposed members of the trust are:

• Biddulph High School (1 Trustee) • Staffordshire Local Education Authority (1 Trustee) • The Co-operative Movement initially represented by the Co-operative College (1 Trustee) • The Schools (2 Trustees each) In addition learners at each of the schools, parents, staff, members of the local community and local community organisations will be able to become members of the Trust. The Trust will have a Stakeholder Forum composed of members, which will be able to appoint some of the Trust’s trustees. As the Trust develops the Trust will welcome other schools joining the Trust.

The rationale for acquiring the Trust, the contribution it will make, and the direction it will provide to the schools can be summarised as:

Working as a shared trust will clarify our vision and aims, raise expectations, aspirations and standards, and make our existing collaboration more sustainable. We believe it will help our children achieve even more than they do now. We aim to provide the very best education possible for all children in our communities by working together more effectively, sharing very best practice and learning across all of our schools as well as promoting community cohesion.

Key aims for our Trust are to:

• Ensure consistently high expectations across all of our schools: among learners, staff, parents and carers. • Enable all pupils to benefit from high quality teaching and learning. • Work effectively with parents and carers, professionals and the wider community to promote health and well-being, in order to create the right conditions for learners to thrive. • Make efficient use of all resources available to us and thereby maximise the benefits for learners. • Work with external partners to widen the range of opportunities available to our workforce and our young people. • Improve social cohesion within our community by strengthening our commitment to co-operative values including respect, social justice, fairness and democracy. By Chris Young Cheshire East Council will not be in the pocket of developers because of a new planning policy, a top officer has claimed.

Since October, planning applicants can pay the authority for advice on their proposal.

The council can charge p to £2,000 for such meetings.

But the charge-for-advice scheme has led to fears of a public perception that Cheshire East could be accepting money for favours to developers.

However, these fears were dismissed at a meeting of the council’s Environment and Prosperity Scrutiny Committee last Tuesday.

A planning officer said council advice was not a cast iron guarantee developers would get their way, and planning committees would retain the power to make the final decision.

for advice on single households — applications such as extensions; £200 for minor developments like five houses or less, phone masts, and car parks; £700 for schemes of six to 29 houses or up to 2,999 square metres and £2,000 for an initial meeting for the most complex plans. These would include over 30 houses or 3,000+ square metres of commercial floor space.

The advice is discretionary, and any applicants can get half an hour for free.

The authority received 102 “pre applications” since October, bringing in £38,040. It expects to make £95,000 from the scheme in the first year.

Steve Irvine, Cheshire East’s development and building control manager, gave an update on the scheme at the meeting in Sandbach. He said the policy had been very successful so far, and made applicants feel they were getting a better service.

But Coun Ken Edwards said: “Is there a conflict of interest? The developer still has to satisfy a planning committee. If I pay for advice and take this advice and put my application in, I would expect to see it passed.

“The local community might think Cheshire East is making money out of developers. It seems a bit of a concern.”

But Mr Irvine assured the committee: “This pre application advice is very clear, it doesn’t bind the council into approving these applications — it is just advice. Members of planning committees still make the final decision.”

Coun Edwards replied: “Then we need to make this very clear to members of the public.”

Coun Andrew Thwaite said: “It is a worry, but we have always told people to ask for advice first because it is a more sensible use of resources.”

He said whatever advice the officers gave, it would be down to elected councillors to decide which developments went ahead.

Coun Thwaite added: “If a councillor is not happy, they can call it in and it will go before a planning committee. We are the safeguards of public interest.”

Mr Irvine explained that the policy meant the council was involved in developers’ plans from the beginning. This would lead to information trickling down to town and parish councils and local residents, removing the danger of applications being submitted before the community knew anything about them.

He believes the experience of council staff would benefit developers too, and their advice would make it more likely to produce suitable planning applications that had a better chance of being approved than those produced without council advice.

Mr Irvine said: “Those who engage with the council from the beginning can be, and should be, given advantages.”

Euro MP wants expenses freeze

Congleton MEP Chris Davies is calling for Euro-MPs to face an expenses freeze until 2014. The Liberal Democrat wants the European Parliament to reject an inflation-linked increase in its administration costs, and says that MEPs should accept cuts in the value of their expenses budget.

Armed robbery at off-licence

Police are appealing for witnesses following an armed robbery at an off-licence.

At about 10pm on Sunday, two men with large kitchentype knives threatened a member of staff in Bargain Booze on Booth Lane, Middlewich.

They stole money from the till and cigarettes before escaping on foot.

Det Cons Bob Scrannage said: “Although the staff member was unhurt he was left shaken by his ordeal.”

One man was white, about 5’ 8” tall and wore dark hooded clothing and gloves. His face was covered with a scarf or something similar.

The other man was black, with similar clothing and also had his face covered.

Both had local accents. Police have not revealed how much money they got away with.
