By Chris Young Local councillors have remained tightlipped after the man in charge of implementing the Government’s spending cuts at Cheshire East Council was removed from its decision-making Cabinet.

Coun Frank Keegan, in charge of the authority’s under-pressure budget, is the fourth member to leave the Conservative-controlled Cabinet since the council was formed in April 2009.

Responsibility for costcutting measures and putting together the next budget now lies with council leader Wesley Fitzgerald supported by Congleton-based Cabinet members Couns David Brown and Peter Mason.

Along with deputy leader, Congleton Coun Roland Domleo, and Coun Fitzgerald the Cabinet has refused to comment on Coun Keegan’s removal.

But it is understood Coun Fitzgerald wanted changes to his Cabinet.

However, one former member, himself ousted earlier this year, has said the reshuffle leaves the council with a “gargantuan” task of implementing the Government’s budget cuts.

Coun David Brickhill, who was in charge of implementing parking charges, was the first to leave the Cabinet.

Since then, Coun Brian Sylvester, Cheshire East’s former deputy leader, and Coun Paul Findlow, in charge of children’s services and former leader of Cheshire County Council, have gone as well.

All have stayed on in their roles as councillors.

Coun Brickhill said that although “Cabinets are always changing” he still lamented the recent departures. He added: “I very much regret the departure of Coun Keegan from the Cabinet. He is a first class councillor who is very intell igent and with lots of expert ise.

“It is regrettable we have lost some past leaders of the old councils. They had bags of knowledge.”

Wayne David Vaughan, (30), of Cinder Hill Lane, Scholar Green, admitted assaulting Heather Potts in Mow Cop on 18th July, causing actual bodily harm. He was ordered to carry out 200 hours’

npaid work and participate in a 27-day domestic violence programme. A restraining order was issued preventing him from contacting Miss Potts for two years and he was ordered to pay £400 compensation. He previously pleaded not guilty and was ordered to pay £250 court costs.

Andrew Lee Smith, (29), of West Road, Congleton was given a 20-week prison sentence sus-

ended for two years for assaulting Joanna Moores on 31st July. He must participate in a 27-day domestic violence programme, and pay £775 court costs.

Diane Tracey Plant, (50), of Valley Close, Alsager, was handed a restraining order after admitting harassing Sarah Murphy and Norma Thomason. She was ordered not to approach or contact them until November 2011, and was fined £120.

George Bennett, (19), of Lime Street, Congleton was fined £75 after being found with cannabis on Ayrshire Way, Congleton, on 30th September. The drugs were destroyed and he was ordered to pay £85 court costs.

pay £85 court costs after admitting driving without due care and attention, failing to stop after causing an accident and failing to report an accident at Sandbach Road on 13th June.

David Auld, (35), of Iely Court, Abingdon, Oxfordshire, was banned from driving for 36 months after being stopped in Betchton on 23rd October while over the limit. He was fined £360 and ordered to pay £85 court costs.

Stephen John Garton, (57), of The Manor, Drove Road, Biggleswade, was fined £50 with £45 court costs after driving on the M6 at Holmes Chapel without a test certificate.

Lucy Ann Roberts, (18), of Tynedale Avenue, Crewe, was banned for 18 months for driving at Scholar Green on 24th October while over the limit. She was fined £180 plus £50 court costs.

Kay Elizabeth Strachan-Audas, (47), of Park View, Congleton, was banned for 12 months after drink-driving on 18th August on Park Road, Congleton. She was fined £50.

Paul James Bawden, (32), of Glenorchy Close, Holmes Chapel, was given a community order and banned from driving for 32 months after admitting driving on London Road, Holmes Chapel on 1st August while over the limit. He must have treatment for alcohol dependency for six months and attend meetings with the probation service for 15 months.

A 16-year-old Alsager boy was given a one-month curfew for possessing cannabis on Crewe Road on 13th October. The boy, who cannot be named for legal reasons, must stay at home between 9pm and 6am until 3rd December.

A 17-year-old from Endon, Stoke-on-Trent, must sign a oneyear youth offender contract and pay £85 after being found with cannabis on Mow Lane, Mow Cop, on 15th October.

On the importance of Coun Keegan’s former position, Coun Brickhill added: “The budget is the most important thing at the moment. In the present situation where the council is having grants cut, running the budget is an extremely difficult job to do. Without Coun Keegan it is going to be even more difficult. It is going to take gargantuan efforts.”

Coun Mason said he couldn’t speak about Coun Keegan. He said consultations for the next budget usually started in December, but are l ikely to be delayed — although this was due to the Government rather than Coun Keegan’s departure.

He said: “The Government haven’t given us the details of what grants we are going to get yet. We need to wait until we have a bit more detail before we can s tart consultat ions.”
