By James Morris The friends and family of the Congleton couple who died in a car crash last Wednesday have spoken of their devastation.

Ann Fallows, (67), and her passenger husband Wilfred, (69), were travelling towards Congleton when their Peugeot 207 collided head-on with an articulated lorry on Macclesfield Road’s Havannah Lane/Moss Lane junction at around 2.30pm.

Mrs Fallows died at the scene. A severely injured Mr Fallows was airlifted to the University Hospital of North Staffordshire, but died soon after arrival.

A Vauxhall Astra driver behind Mr and Mrs Fallows was in collision with the Peugeot after it crashed, but escaped uninjured. The lorry driver was also unhurt.

Mr and Mrs Fallows, who had lived at Lesser Reeves Farm, Wallhill Lane, Brownlow, Astbury parish, since 1968, leave three children: Kenneth, Sharon and Andrew, and six grandchildren.

The retired couple, who met when living in Kingsley Moor, in Cheadle, Staffordshire, married in 1966 at Kingsley Church. Mrs Fallows was a cook at Astbury Primary School for 27 years, where she was famous for her chocolate crunch cake. Mr Fallows was a dairy farmer.

The application for an 18-metre telecommunication tower was refused by the council’s Southern Planning Committee last Wednesday due to its height and location on the edge of the green belt.

On Monday, Telefonica UK said its next move could be “appealing the site”.

When the company submitted plans in February for the mast at Little Moss Farm, Priory Close, there were 119 letters of objection.

Staff and pupils at Mossley Primary School, Boundary Lane, which borders the site, staged protests, garnering support from Congleton town councillors and residents.

But principal planning officer Ben Haywood told the committee that the application was submitted in response to a refusal of a 21-metre mast in the same location in January, due to its height and position on the green belt.

He said a 15-metre mast at the land adjacent to the nearby junction of Biddulph Road and Boundar Lane was also refused

He added that the applicant had stated that the highest level of emission in the local area would be 0.17% of the levels allowed under the International Commission on Non-Ionizing Radiation guidelines.

The official reminded the committee that for that reason, it was not possible to refuse the proposal on grounds of perceived health risk.

Coun Dave Brown, ward representative of Congleton East, said: “I’m surprised to be here so quickly for a proposal that’s practically the same as last time. The 15-metre tower was actually refused because it was ‘visually incongruous’.”

Addressing the committee, he said: “I urge you to refuse this application due to its prominent location. There are two points I would like to make. Firstly, the so-called exploration of alternative sites. Congleton Golf Club would be an ideal site for the mast. I presume the reason not to select it was commercial.

“Secondly, it amazes me about coverage. That was the reason for
