Cheshire East councillors have decided to freeze their allowances, but voted against reducing them by 20%
as suggested by a member of the public.
Members met on Thursday for the last time efore the 5th May elections and setting the allowances for the year ahead was on the agenda.
Councillors are entitled to £11,200 a year, although Cabinet members can claim an extra £14,000 and heads of committees an extra £7,000.
An independent remuneration panel recommended that those figures stay the same for 2011/12.
William Stewart, in the ublic participation part of the meeting, called for the councillors to reduce their allowances by 20% to show they were serious about cutting costs.
He said: “In the 1970s, allowances were introduced to widen the spectrum of people who can become councillors. Looking around this chamber, it is obvious this hasn’t worked.
“Everybody is being asked to make sacrifices and this is your chance to show that we are all in this together. I am not a member of any political party and I have nothing to gain from any of this.
“My proposal is that allowances are reduced by 20% and remain in that position for the next four years. I hope you decide that you are in this with the rest of us.”
He claimed the reduction would save the authority £1m over four years.
Coun David Brickhill said it was unfair to expect councillors to reduce their allowances by such a high figure, adding: “I know the average member of this council spends at least 20 hours a week on this job, some many, many more. That is about 1,000 hours a year.
“This means councillors work for at most for around £11 an hour.
“If any other sector of the workforce were asked to reduce their wage from £11 to just under £9 an hour there would be a huge outcry. I think you are worth every bit of your allowances.”
Coun Arthur Moran said: “Being a councillor is not just a five day a week job. Councillors work Friday nights, Saturdays, Sundays.
“The problem with us earning a flat allowance is that it is the same for everyone. There are some councillors who may not earn that. I think I earn mine.”
Coun Ray Cartlidge pointed out that the panel recommended a freeze, not reduction, in allowances. He added: “If an independent panel recommended this then we should accept it.”
Coun Ainsley Arnold said that councillors could refuse part or all of their allowances if they did not agree with the figure.
The council agreed to go ahead with the recommendations, which also included a suggestion that travel allowances, currently 65p a mile, would remain linked to figures recommended by the National Joint Council for Local Government.
Parish councillor Patrick retires
Patrick Riddell, one of the longest serving members of Siddington Parish Council, retired from the council at its April meeting.
He was first elected to the arish council over 30 years ago and throughout this time he has een a “tireless and enthusiastic” worker for the council and for Siddington. The parish council “will miss him very much” said a spokesman.
“Working quietly and efficiently, normally on his own, there are numerous examples of work done by Patrick in the village, all of which he has ndertaken on a voluntary basis and often without being asked,” the spokesman said.
A recent example is the repainting of the black and white railings along the roadside at Redesmere. He spent many hours completing this task on his own. Another example is the rose garden at Siddington crossroads, which the council planted to mark the Queen’s Golden Jubilee. This was created and is still maintained by Mr Riddell.
In recognition and thanks for his work and long service, chairman Coun David Billington presented Mr Riddell with two rose bushes and wished both him and his wife all the best for the future.
There are eight places on Siddington Parish Council and 10 nominations have been received. Therefore there will be an election on Thursday, 5th May.

How to make a bad dog good
I attended the home of a fiveyear-old lurcher this week. The owner told me the dog was totally out of control, refused to come when called and had been chasing livestock.
The dog was destined to be euthanised and my visit was a last desperate attempt at reform before the lethal injection.
“He’s a damn nuisance,” said the man of the house. “You can’t trust him or let him off the lead. He’s not good with other dogs, pulls on the lead and jumps up at everyone. I don’t take him out any more, it’s too frustrating.”
Short of saying the dog was a killer it was probably the worst testimonial I’d heard. I asked to meet the dog and sure enough he was up on the sofa, barking then lunged towards me and got a huge surprise when I lifted my knee and he was bowled over by his own momentum.
Having talked to the owner I now wanted to hear what the dog had to say, so I slipped on a lead and took him walking, showing him clearly that pulling me was not an option.
The moment he looked at another dog I growled and snapped the lead ordering him to “leave it”. The relief he showed was obvious. In the absence of strong leadership he’d had no choice but to defend himself and deal with life the best he knew how. The frustration of his owner had only intensified his instability.
Within 20 minutes I had him walking alongside my own pack and removed the lead 10 minutes later. He sat by their side as a cat shot across the pavement and never moved.
The owner was delighted, if not a little perplexed. Euthanasia is no longer on the cards. All I have to do now is explain to the owner that HE is the problem.
