Paul Cornish, David Livingstone, Dave Clemente and Claire Yorke The report finds that there appears to be no coherent picture or sense of what constitutes a cyber vulnerability, or of the likely severity of the consequences of that vulnerability. A society-wide response is needed to the challenges of cyber security, embracing the public and private sectors. This requires efforts to use accessible terminology and bridge the linguistic gap between CEOs and IT specialists. There also needs to be greater public education about cyber security in order to provide the skilled workforce essential in a 21st-century knowledge economy.
